
Commander of Support Services
Captain Rick Pinksaw, Commander of the Support Services Division, emigrated to Culpeper December, 1987 and began his service with his Oath on May 3, 1989. Captain Pinksaw holds both a Bachelor of Arts and Masters of Science Degrees in Criminal Justice, teaches at Germanna Community College, and serves as team leader for Commission on Accrediation for Law Enforcement Agencies (CALEA).
As Commander of the Support Services Division, Captain Pinksaw is responsible for the supervision of the Criminal Investigations Section, Evidence/Property, Communications and Records Section. He also has the principle responsibility for planning and administering the departmental budget, conducting public relations activities, and shares the responsibility with the ODC in acting and representing the chief of police.
Additionally, Captain Pinksaw serves as the Department's Internal Affairs Officer and is the Department's Accreditation Manager. In 2005, he successfully led the Department in achieving National Accreditation.
Captain Pinksaw's leadership, professionalism, education, and dedication to excellence in service make him a highly valued member of the Department.
Criminal Investigations Section
The Criminal Investigations Section is responsible for investigation duties within the Town of Culpeper. A Lieutenant with a Sergeant to assist him/her supervises the criminal investigations section, which is composed of four detectives. Three detectives are assigned to general investigative duties and one detective is assigned to narcotics investigation. The primary duties of the CIS are to conduct follow-up investigations, identify, apprehend, and prosecute criminal offenders. The criminal investigation section is assigned police package Dodge Intrepids to transport evidence collection and preservation equipment; including cameras, alternative light sources, fingerprinting equipment, and impression casting material. The detectives provide on-call investigative support for the patrol section while off-duty.
Community Relations
The Community Relations Officer acts as a liaison between the Town of Culpeper and the Culpeper Police Department. This section coordinates crime prevention activities. Through this section citizens can obtain information on upcoming special events and safety events such as child safety seat inspection, bicycle safety presentations, and youth fingerprinting. Information on community groups such as TRIAD and Neighborhood Watch can also be accessed through Community Services.
Evidence/Property
The property and evidence custodian shall be accountable for control of all property and evidence stored by the Department.
Communications
The Joint E911 Communications Center ("Center") receives, records and processes emergency and non-emergency calls for the Department. This includes the dispatching of adequate resources to manage calls for service. Personnel are responsible for NCIC/VCIN entries for wanted persons, vehicles, and articles, and for sending administrative messages to other agencies. A board from both the Town and County government governs the Center. This board will consist of the Sheriff, who acts as the chairman of the board, the chief of police, town manager, county administrator, a member from the Town Council, a member from the Board of Supervisors, the fire chief, and the director of Emergency Services. The board will decide all issues and matters dealing with the Center.
Records Section
This section is responsible for the management and security of arrest records, investigative reports, warrant, and related documents. The Joint Records Center is also responsible for making entries into NCIC/VCIN.
