Commander of Operations
A native of Culpeper, Captain Jenkins, Commander of the Operations Division, has nearly 30 years of law enforcement experience. Captain Jenkins began his career with the Culpeper Police Department in 1977. Through hard work, training, experience and continuous growth, Captain Jenkins earned promotions along with increased supervisory responsibilities.
Captain Jenkins is a member of the Virginia Association of Chiefs of Police. He is a graduate of the University of Richmond Professional Leadership School and Virginia Tech Leadership in changing Times. Captain Jenkins also graduated from the 218 Session of the FBI National Academy in 2004.
As Commander of the Operations Division, The ODC is responsible for the supervision and delivery of various services provided by the Patrol Section, Special Operations Section, K-9 Section,and Reserves Section. He also assists in planning the departmental budget, conducting public relations activities, and shares the responsibility with the Support Services Division Commander in acting for and representing the chief of police when necessary.
Captain Jenkins' leadership, ingenuity, knowledge of and rapport with the community, and strong sense of duty, strongly evident from the beginning, continue to be vital to the success of the Department.
Patrol Section
The Patrol Section provides 24-hour continuous police
coverage for the Town of Culpeper. The Patrol Section
is divided into four squads working on 12-hour permanent
shifts daily. A Lieutenant with a Sergeant to assist him/her
supervises each squad and they are responsible for the
four officers assigned to them. The primary duties of
the Patrol Section are to respond to calls, render assistance
to persons in need, conduct preliminary investigations,
and preserve the peace while preventing crime. In addition
to this they also perform traffic enforcement duties within
the town.
Traffic Section
The Traffic Section is composed of two officers assigned to be primarily responsible for enforcing the traffic laws within the town limits. They also provide accident investigation services, provide escorts, and other traffic ancillary services. Also when needed they assist the patrol section by responding to calls for service. The Traffic Section uses police package Harley Davidson motorcycles equipped with radar units to enforce traffic laws. In addition to radar units the Traffic Section employs laser speed detection devices to determine vehicle speed.
K-9 Section
The K-9 Section is made up of two officers, each paired with a K-9, responsible for providing the department with narcotics detection, suspect apprehension, assisting in locating missing children/persons, and K-9 demonstrations. Also when needed they assist the patrol section by responding to calls for service. The K-9 officers are issued Ford Crown Victorias equipped to transport their K-9 partner while on patrol.
Community Service Officer
The Community Service Officer is in charge of enforcing the parking ordinances of the Town of Culpeper. The Community Service Officer utilizes a computerized ticket recorder and printer to monitor and enforce the parking code.
Reserve Police
The Reserve Units are unpaid volunteer citizens. The Reserves are primarily used to supplement the Operations Division and are sworn police officers with certain duties, powers, and responsibilities.
